NEWS
On Wednesday, May 19, another step
in the budget decision process was taken when the House
Appropriations Subcommittee on the Department of Community Health
passed its fiscal year 2011 department budget by a vote of 6 to
1. Among the recommendations is restoration of the Medicaid
adult dental benefit. Read

As the state budget shortfall
continues to look increasingly worse, A Better Michigan Future and
its member organizations - including Michigan Primary Care
Association - continue to offer solutions for increasing state
revenue. On Monday, May 24, at 8:30-10 am, state lawmakers
will hear from constituents first-hand about the critical need for
human services programs, and for addressing the state budget deficit
with revenue solutions rather than MORE cuts. So far, the
lawmakers scheduled to attend the meeting at Adult Well-Being
Services (21555 West McNichols) in Detroit include Senators Tupac
Hunter, Buzz Thomas, and Hansen Clarke and Representatives Rashida
Tlaib, Bettie Cook Scott, and Fred Durhal. Please attend if
you're able and bring Detroit residents/constituents to this

Issued on May 14, the revised
interim Vaccine Information Statement (VIS) replaces the interim VIS
dated 8/28/08. Page 1 of the new interim VIS includes a box
that has been revised. Providers should begin using this new
version of the VIS to ensure parents are informed about the issue of
porcine circovirus. The CDC also revised its rotavirus
vaccine recommendations this week based on the FDA's determination
that it is appropriate for clinicians and health care professionals
to resume using Rotarix and to continue using RotaTeq.

NATIONAL
NEWS
The Patient Protection and Affordable Care Act required HRSA to
use the Negotiated Rulemaking process to start immediately to update
the shortage designation for MUPs and HPSAs. The notice published
May 11 starts a year-long process that will include a representative
group of stakeholders, and is geared towards reaching consensus in
order to ensure the regulation HRSA issues is supported by those
most impacted by the changes. Congress mandated that HRSA use this
rulemaking process after the last shortage designation rulemaking in
2008 ended with no agreement. (Source: NACHC's Health

In order to better support the management of the Federally
Qualified Health Center (FQHC) 'Look-Alike' Program, HRSA is
streamlining and simplifying its application and data reporting
processes by integrating 'Look-Alike' applications into its
electronic systems. Program Assistance Letter 2010-02 explains
the process, and includes training and technical assistance
resources.

Adults who have an immediate dental care need can receive free
treatment during the Michigan Day of Oral Health Outreach May 22 at
the Hamilton Community Health Network Burton clinic, 3375 S. Saginaw
St. (Flint Journal)
 A
project began Friday to build a $32 million health care facility in
Grand Rapids. Senator Debbie Stabenow was the guest speaker at
the groundbreaking ceremony. The Heart of the City Health
Center will be built at the corner of Cherry Street and Sheldon
Avenue SE. It will provide primary health care services to
about 13,000 low-income patients annually. (WOOD-TV

The Annie E. Casey Foundation and its partners including the
Michigan League for Human Services released a special report this
week on why reading by the end of third grade matters. Only
three of every 10 Michigan fourth-graders are considered proficient
in reading, with large gaps by race and income.

FUNDING
OPPORTUNITIES
The National Association of Hispanic Nurses-Michigan Chapter
will award three $500 scholarships this year to Hispanic nursing
students attending an accredited school of nursing in
Michigan. (Funder: NAHN-Michigan Chapter
Due: November 1)
Provides funding for adaptation and implementation of a
previously tested intervention found to be successful in reducing
risk for alcohol-exposed pregnancy (AEP) in high-risk women.
Larger CHCs are targeted to ensure a sufficient population of women
at risk for AEP. (Funder: HRSA and Title X Due:
June 21)
