STATE NEWS
 
Progress on State Budget Continues
This week the House Appropriations Committee concurred with recommendations of the House Appropriations Subcommittee on Department of Community Health regarding the department's fiscal year 2011 budget.  The full House then passed the budget on Thursday night.  The House and Senate versions of the budget now head to conference committee where differences will be negotiated.  Click here for a summary of the highlights of the two versions.  We will let you know when the conference committee members are named, so please stay tuned.
 
To help jump start National Health Center Week event planning in Michigan, MPCA hosted a webinar this week featuring NACHC's Assistant Director of State Policy, Amanda Pears.  She shared event planning tips, ideas for reaching out to legislators and the media, and more.  Click here to access the webinar archive.  Also this week, MPCA emailed a Save the Date to state legislators and Michigan's Congressional delegation to make them aware of National Health Center Week and to encourage them to seek out an event in their district.  Health Centers are encouraged to follow-up quickly to invite legislators to their events.  If you need help planning an event, inviting your elected officials, or posting your event on the Health Center Week web site, contact Dana Hughes, MPCA Communications Manager.

The Michigan Tobacco Quit Line has seen a 20% increase in calls since April from smokers who are motivated to quit.  For Michigan residents who are ready to quit smoking, the MDCH Tobacco Quit Line (1-800-QUIT-NOW) continues to provide free information and referral.

HRSA Releases Program Assistance Letters
PAL 2010-03:  Streamlining the Budget Period Renewal Process for FY 2011
PAL 2010-04:  Uniform Data System Changes for CY 2010
 
The Office of Management and Budget (OMB) recently issued new guidance to federal agencies entitled "Holding Recipients Accountable for Reporting Compliance under the American Recovery and Reinvestment Act" (M-10-17).  The guidance highlights additional steps beyond existing policies and procedures that OMB has determined necessary for addressing recipient non-compliance.
 
Health Centers Encouraged to Participate in ASTHO Survey
The Association of State and Territorial Health Officials (ASTHO) fielded a survey to Health Centers last week to assess their capability to submit public health data to state and local public health agencies. The project is funded by HRSA and while not a formal NACHC survey, NACHC staff worked with ASTHO to develop the tool.  All Health Centers are encouraged to participate.  Access the survey by clicking here.
 
Win an Award for Innovation in Routine HIV Screening
NACHC's Clinical Affairs Division is holding its first ever HIV innovation competition.  Has your Health Center implemented the Centers for Disease Control and Prevention's recommendations to integrate routine voluntary HIV screening in all health care settings for patients aged 13 to 64 years?  If yes, share your experiences here for an opportunity to be rewarded as a best practice!  Visit Clinical Issues on NACHC's website for other new innovative offerings and not-to-be missed announcements from the Clinical Affairs Division to meet your clinical workforce and quality needs.  Applications are due June 15.  (Source:  NACHC's PCA Update)

Cassopolis Family Clinic received the woodlands Behavioral Healthcare Network's community service award on May 24.  "Over many years Cass Family Clinic has supported our consumers.  They provide emergency care and preventive care.  They're a support system for the individuals we serve," said Woodlands Executive Director Kathy Boes.
 
Mary Middleton, Executive Director at Cassopolis Family Clinic, has been accepted as one of 32 participants into the exclusive UCLA/Johnson & Johnson Health Care Executive Program.  This two-week summer management development program for executive directors of community-based health care organizations provides the tools, techniques and approaches that executives need to successfully confront the mounting challenges in community health care today.
 
Muskegon Family Care Names Interim Director
Muskegon Family Care has named Sheila Bridges as its Interim Executive Director.  Prior to this, Bridges served as the Health Center's Chief Operating Officer and, before that, as the Human Resources Director. 
 
Gov. Jennifer Granholm was on hand at an event where more than 350 people had teeth cleanings and dental procedures.  The event held at the Hamilton Community Health Network's Burton clinic included services ranging from emergency cleanings, denture repairs, tooth extractions and emergency fillings.
 
Based on recommendations from two stakeholder summit meetings, and focused on the opportunities of health reform, over 100 community health officials affirmed the need for a concerted effort to solicit federal funding for Health Center expansion and to focus on several areas of improvement at a public forum sponsored by the Detroit Wayne County Health Authority on May 11.  Click here to watch a YouTube Video of Senator Stabenow declaring support for Michigan Community Health Centers.
