NEWS
State Budget
Update
This week the House passed the two
remaining budget bills, Department of Transportation and Department
of Human Services. Now discussions will begin between
leadership of the House and Senate and the State Budget office on
"targets" that each conference committee will be expected to use to
reconcile the budget bills from each house. It is expected
that those discussions will take place next week, but there are no
bets on whether they will be finalized. The conferees for the
Department of Community Health budget have been named for the Senate
(Kahn, Pappageorge and Cherry) but not for the House.
Two very important issues remain
that complicate the discussions; the first being that there is still
a $300 million hole in the 2010 budget for the general fund, and the
second being that there is still some hope that the U.S. Senate will
pass a bill extending the federal enhanced FMAP for Medicaid until
June of 2011. This issue has an effect of half a billion
dollars on next year's budget. The issue for the 2010 problem
is whether to use any of the excess funds in the School Aid Fund to
offset the hole in the general fund. There are very strong
opinions on both sides of this issue. There is still talk that legislators would
like to leave town for the summer on June 24, but it is very
unlikely that things will be resolved by
then.

Effective FQHC Programs & Applications" is closed at this
time. Any registrations received will be put on a waiting
list.
Since beginning her term of
service with the Michigan Primary Care Association AmeriCorps
program, Crystal Barth has made a tremendous impact. Her site
placement is with the Michigan Center for Rural Health (MCRH), which
is an organization whose goal is to improve the health of rural
Michigan.

Educational Webinar Series Begins Next Week
Join your colleagues from around
the state in this first ever multi-agency collaborative training
series. Top experts on migrant outreach will present on topics
important for all staff when planning and conducting outreach
visits. Goals for the series are to provide resources for
local and state agencies, core training for staff throughout the
state, an opportunity to learn more about other agencies and
outreach conducted through these agencies, and education from top
experts on select topics.
The Diabetes Partners in Action
Coalition (DPAC) is a partnership of like-minded individuals and
representatives of organizations who work to reduce the impact of
diabetes in Michigan. Members of DPAC are individuals with
diabetes, those with an interest in diabetes, or representatives
from organizations who work closely with diabetes or a related

NACHC, NACCHO Announce New Collaboration to Address
Challenges of Health Reform
"The National Association of Community Health Centers (NACHC)
and the National Association of County and City Health Officials
(NACCHO) join in looking ahead with hope and a common sense of
purpose to the opportunities and challenges ahead for the nation's
healthcare and public health systems. Excellent models of
local collaboration between community health centers and local
health departments exist. We plan to discover more of these,
learn from them, and encourage the development of such constructive
relationships nationwide." - Tom VanCoverden, President

This marks the first time the Community HealthCorps program,
the largest health-focused, national AmeriCorps program of its kind,
has been fully funded. The $6 million grant was awarded to the
Community HealthCorps program despite large odds and a record number
of competing applications
Tuesday, June 15 is the deadline for submitting an application
for the HIV Innovation Competition of NACHC's Clinical Affairs
Division. Has your Health Center implemented the CDC's
recommendations to integrate routine voluntary HIV screening in all
health care settings for patients aged 13 to 64 years? If yes,

application for an opportunity to be financially rewarded

Affordable Care Act funding totaling $90 million will be used
to establish the Maternal, Infant and Early Childhood Home Visiting
Program to help families create a nurturing environment for young
children and connect to a range of services, including health, early
education, early intervention and more. The program will be
administered by HRSA.

On Monday, June 7, 2010, the Speaker of Michigan's House of
Representatives, Andy Dillon (D-Redford Township), and State
Representative Tim Melton (29th District Pontiac / Auburn Hills)
visited the Pontiac Middle School Teen Health Center to talk with
students. This Health Center is a school-based component of
Oakland Primary Health Services. Read

2009 Licensure Survey Data Now
Available
MDCH has released the reports of
the licensure surveys of physicians,
physician
assistants, nurses,
dentists,
and dental
hygienists. The reports
feature data on employment status, geographic distribution, age,
plans to continue practicing, work setting, education, gender, and
race/ethnicity.
Local Smoking Cessation Workshops Coming to Your
Communities, Sponsored by Pfizer
Smoking cessation workshops, led
by certified Tobacco Treatment Specialists, are coming to
communities across the country for people who want to learn about
quitting smoking. The free, hour-long workshops can
accommodate as many as 20 people at a time and include presentations
from a former smoker who quit with a prescription treatment option
and support. These workshops provide attendees with a
non-judgmental environment where they can learn about tools (e.g.,
plans and treatment options) to help them make a quit attempt.
These smoking cessation workshops are being offered by Pfizer Inc.

Health Literacy Training
for Public Health Professionals
To help public health
professionals respond to the problem of limited health literacy, the
Centers for Disease Control and Prevention (CDC) have launched a
free "Health Literacy for Public Health Professionals Online
Training" program. The purpose of this training is to educate public
health professionals about limited health literacy and their role in
addressing it in a public health context. This is a web-based course and can be
accessed 24/7 by any computer with Internet access. It takes 1.5 to
2 hours to complete. Trainees can earn a variety of continuing
education credits. Click
