STATE NEWS

State Budget Update
This week the House passed the two remaining budget bills, Department of Transportation and Department of Human Services.  Now discussions will begin between leadership of the House and Senate and the State Budget office on "targets" that each conference committee will be expected to use to reconcile the budget bills from each house.  It is expected that those discussions will take place next week, but there are no bets on whether they will be finalized.  The conferees for the Department of Community Health budget have been named for the Senate (Kahn, Pappageorge and Cherry) but not for the House.  Two very important issues remain that complicate the discussions; the first being that there is still a $300 million hole in the 2010 budget for the general fund, and the second being that there is still some hope that the U.S. Senate will pass a bill extending the federal enhanced FMAP for Medicaid until June of 2011.  This issue has an effect of half a billion dollars on next year's budget.  The issue for the 2010 problem is whether to use any of the excess funds in the School Aid Fund to offset the hole in the general fund.  There are very strong opinions on both sides of this issue.  There is still talk that legislators would like to leave town for the summer on June 24, but it is very unlikely that things will be resolved by then.
